Staten Island family members travel to California for 100th birthday celebration (photos)

STATEN ISLAND, N.Y. -- Looks like Rose Marino is following in the footsteps of famous folks with names like George Burns, Rose Kennedy, Bob and Dolores Hope, and Elizabeth the "Queen Mum," just to mention a few.

Let it be noted that the former Rose Navarino officially made her debut into the world on Dec. 29, 1913, making her six months' shy of her 100th birthday. And word has reached this desk that family members and friends traveled to San Rafael, Calif., June 29 to commemorate Rose's milestone.

A total of 60 guests, 30 of them native Staten Islanders or longtime borough residents, were on hand to applaud Rose on her rich and awe-inspiring life.

Interestingly, two of Rose's cousins who are familiar to many ? and who still reside on the Island ? are Maria Bonamo, our source, and Fran Hogan.

The birthday bash was hosted by Rose's son, Frank, and his wife, Marie, who are residents of San Rafael.

Proud to be a native Islander, Rose was born in New Brighton, where she lived for 80 years and raised her family.

For a number of years the "birthday girl" worked in the laundry of the former Staten Island Hospital in Tompkinsville so that her sons, Frank and John, could attend Manhattan College.

However, in 1993, Rose chose to relocate to San Rafael, where she's been a popular and beloved resident of Nazareth House ? and where copies of the Advance appear so that she can keep abreast of the myriad events on her beloved Island.

Known to all for her quick wit and infectious laughter, the illustrious senior travels the corridors with the assistance of a walker, which carries a sign that reads: "Native Staten Islander ... Out of my way!"

What's more, during her birthday celebration, Rose invited her guests back to San Rafael to celebrate her 105th birthday milestone in the year 2018!

Scientists find mystery coffin at Richard III site

LONDON (AP) ? A team of archaeologists said Monday it has unearthed an unusual coffin-within-a-coffin in the central England parking lot where it found the skeleton of King Richard III, and that they hope to identify the remains within.

University of Leicester scientists have been digging at the Grey Friars site in Leicester after finding the body of Richard there in September. He died nearby in 1485 at the Battle of Bosworth Field.

The team said it had discovered a fully intact medieval stone coffin during a dig in September but wasn't able to investigate it further at the time. When it was opened this week, the team said, it found a lead coffin within it, one likely to contain a "high status" individual.

Scientists think the lead coffin ? which has a hole through which the deceased's feet can be seen ? could contain one of the friary's founders, a medieval monk, or the remains of a 14th-century medieval knight, Sir William Moton.

The archaeologists say that tests must be carried out to determine how to open the lead coffin without damaging the remains.

The University of Leicester's Matthew Morris said no one on the team had ever seen a lead coffin within a stone coffin before.

"It was as exciting as finding Richard III," he said in a statement. "We still don't know who is inside ? so there is still a question mark over it."

Corning revenue rises on Gorilla Glass sales

(Reuters) - Gorilla Glass maker Corning Inc reported a 4 percent increase in quarterly revenue as demand rose for the scratch-resistant glass used in smartphones and tablets.

Revenue rose to $1.98 billion from $1.91 billion.

Net profit rose to $638 million, or 43 cents per share, in the second quarter from $474 million, or 31 cents per share, a year earlier.

'Bomber' cover issue could be boon for Rolling Stone

Rolling Stone may end up proving that there's no such thing as bad publicity.

The magazine likely won't be hurt by the social media firestorm and subsequent boycott over putting one of the alleged Boston bombers on the front cover. On the contrary, it could even see a boost, experts said on Thursday.

"It may be seen as a bad decision to put a criminal or a killer on the cover, but Rolling Stone took a gamble," said Samir Husni, director of the magazine innovation center at the University of Mississippi. "In the long-term this is not going to hurt them.

The reason? Most of the magazine's 1.46 million circulation comes from subscriptions.

At least five retailers, including CVS and Walgreens, said they will not sell the Rolling Stone issue featuring Boston Marathon bombing suspect Dzhokhar Tsarnaev on its cover.

The picture, which accompanies a story titled "Jahar's World," shows the 19-year-old accused murderer with tousled hair, reminiscent of the magazine's iconic shots of rock stars like The Doors' Jim Morrison and Bob Dylan.

The issue ? which hits newsstands Friday ? depicts Tsarnaev above the headline, "The Bomber." The story, which features interviews with childhood friends, teachers and law enforcement agents, promises to reveal how a ?popular, promising student was failed by his family, fell into radical Islam, and became a monster."

"I don't think anybody truly believes this will hurt Rolling Stone," said Linda Ruth, a magazine publishing consultant with PSCS in New Hampshire.

"Rolling Stone knew going in they would get kicked out by retailers," she said. "What they get here is bigger than what they lose."

Rolling Stone, like most U.S. magazines, is subscription-driven. According to ABC (Audit Bureau of Circulations), its newsstand sales are just 75,000 out of a total circulation of over 1.4 million last year.

"Newsstand sales are only a tiny proportion. But Rolling Stone also got more publicity than money can buy," he said, suggesting the controversy could help the magazine add more sales.

"They probably won't even notice this (boycott)," said Ryan Chittum, who covers business stories for the Columbia Journalism Review. "There may be a few cancellations but no big deal."

Husni also said there was a misconception that Rolling Stone is only about music and popular culture. "Rolling Stone is one of the few magazines still publishing in-depth and long-form investigative articles in the U.S.

"This is nothing new to Rolling Stone," he said of the magazine, which won a National Magazine Award for its 1970 prison interview with mass murderer Charles Manson, who was featured on the cover.

Two years ago, Rolling Stone's story on Gen. Stanley McChrystal, commander of U.S. forces in Afghanistan, included unflattering comments about Vice President Joe Biden and other White House House officials and led to McChrystal's resignation.

"Unfortunately, the public is emotionally driven and this mass hysteria is the biggest threat to journalism," said Husni. "This is not Kim Kardashian, this is a serious mag and journalists cannot be driven by public opinion. You can't allow the public to dictate what journalists do."

He said people were comparing the cover photo to Dylan or Morrison or Bono. "That's the problem. The glamorization of the photo shows that people did not read the article."

Rolling Stone was co-founded by Jann Wenner who is still owner and chief editor. It has always been known for its musical coverage and for political reporting by journalists such as Hunter S. Thompson. But in the 1990s, Wenner changed its format to appeal to a younger readership interested in TV, movie stars and popular music.

It was not the only magazine cover to spark controversy. Time magazine had a women breastfeeding her toddler son on its cover recently and there was a very pregnant and very naked Demi Moore on the front of Vanity Fair, while The New Yorker had Sesame Street's Bert and Ernie snuggling on a couch as they watch the Supreme Court justices on TV after the Defense of Marriage Act decision.

"The number of people who never read Rolling Stone who buy this issue will outnumber the people who boycott it," said Bob Thompson, professor of popular culture at Syracuse University.

He said it stirred up emotions because people like to think of terrorists and criminals as inhuman monsters. "That cover made him look human, like us, and that makes people nervous," said Thompson. "If they had used the police mug-shot, there would be no issue.

"Some bad publicity can be very useful," said Thompson.

Immigration Reform Is Very Much Alive

Contrary to recent news accounts, we are closer to passing a meaningful immigration reform bill than at any point since John McCain and Ted Kennedy introduced their bill in 2005. Consider:

  • The Senate passed a bill with 68 votes, the most any immigrant reform bill has received since this process began. The last time an immigration bill passed the Senate it was in 2006, and it received just 62 votes.
  • The House, whose last major vote on immigration reform was in 2005 and called for the deportation of the 11 million unauthorized migrants in the U.S., has already passed five immigration and border related bills out of committee. Last week Speaker John Boehner said he believed the House needed to do something on immigration reform this Congress, and next week Republicans are having a public hearing on the DREAM Act.

While much has been written about the need Republicans have to support immigration reform to get back in the game with Latino voters, I think an equally compelling reason why the House is already taking significant strides towards passing an immigration reform bill is the pressure they feel to meet the very high bar set by the Senate "Gang of Eight" framework. Their framework will give the country a better legal immigration system, one more based on bringing growth producing skilled labor. It will close some of the holes in our interior enforcement system, build on the significant gains made in border security in recent years and make the border region even safer. It will make needed investments in 47 ports of entry with Mexico, facilitating more trade and tourism, creating more jobs on both sides of the border. It creates an arduous but achievable path to citizenship for the 11 million unauthorized immigrants already in the country. And remarkably, it will grow the economy, create jobs and lower the deficit by a $1 trillion over 20 years.

In a time where Americans have so little faith in their government to meet the emerging challenges of our time, the Gang of Eight framework is a bit of a political miracle: incredibly thoughtful public policy, broad bi-partisan support, a deep and diverse political coalition backing it. It just is very hard for the House Republicans to walk away from all that too.

And they haven't. In the last few months the House Republicans have passed bills relating to border security, interior enforcement and changes in the legal immigration system. They are talking about the DREAM Act and a "path to legalization." The Border Caucus is floating smart proposals to invest in our ports of entry, something that could help bring border state Republicans along. Some House Republicans have even said they expect a bill with citizenship to eventually pass and be signed into law.

The characterization of the House Republicans as standing in the way of immigration reform is only half right. They are, as the Founders intended, moving this issue through their chamber at their own pace. This is to be expected, frankly. Unlike the Senate the House hasn't really debated the issue since 2005, and there are many new members particularly in the Republican Conference. There just isn't a lot of institutional knowledge about the issue. Institutional bluster, perhaps, but not a lot of knowledge or understanding. So they need time.

Another reason the House Republicans need time to work through the issue is the House chamber's unique history with immigration reform. Just a few months after Senators McCain and Kennedy introduced their thoughtful bill in 2005, the House voted to arrest and deport the 11 million unauthorized immigrants in the U.S. In 2006 when the Senate passed McCain-Kennedy, the House refused to even consider it. The default position for many in the House GOP -- that the solution to the 11 million is for them to all leave the country -- was in the platform of the Republican Party in 2012, and carried by its nominee. While there have been immigration reformers like Bush and McCain in the GOP over the past decade, much of the Republican Party has strongly held views that what the unauthorized immigrant population did by jumping the immigrant line was wrong, and that as a matter of policy, the nation cannot reward bad behavior. Getting those who hold this position to change is not, and was never going to be, easy. If dozens of Republicans are to sign on to a bill that has provisions they have said they will never support and deeply oppose, that too will require time.

As someone who has worked on immigration reform since the summer of 2005, I don't think the immigration bill is dead -- it is very much alive. You can see the outlines of an eventual deal. The House will likely accept much of the Senate enforcement framework, dropping the expensive and reckless border surge but adding to the interior enforcement provisions. Dems might have to accept more W low skilled visas to get the House to go along with the Senate vision for the new skills-based legal immigration system. Adopting some of Senator Cornyn's savvy proposals on border infrastructure investment could help bring him back to the table, and entice more border and growth oriented GOPers to sign on.

This of course leaves us with the 11 million, and legalization and citizenship. My own read of the situation is the House Leadership knows it must do something here, that leaving the 11 million or even a large potion of the 11 million in limbo just won't fly. As we saw in the Senate process the GOP was willing to trade and deal on citizenship. With the House GOP talking about DREAMers, Ag workers and legalization the elements of an eventual deal are on the on table. The Washington Post's Greg Sargent reported yesterday that the bi-partisan "gang" in the House has worked out a path to citizenship, adopting a new trigger process, recasting the early stages of the path, and making it longer. So it is possible to for House Republicans to craft a citizenship path that the president and the Dems can support if all the parties can sit down and work it all out.

Reports of the death of immigration reform are premature. The Senate Bill may be dead in the House, but immigration reform isn't. What the House comes up with will be different than the Senate, but that's why we have conference committees. I don't think the differences between the two chambers are as great as many believe; the Senate bill provided an extraordinary framework to build from; and the House needs time to work through it in their own way. Of course it is possible that the House conservatives block any progress on immigration reform this year, but I think their arguments will weaken over time, not strengthen. Why? Simply, they just aren't very good, and the politics of recent years has made them jarringly obsolete. Being on the side of fixing the broken immigration system, creating jobs and reducing the deficit is just better politics than once again doing nothing about a very challenge facing the country -- even if it means citizenship for the 11 million.

Something will pass the House this year. Whether it is good, and can become something signed by the president will depend to a great degree on how well our leaders work together to bring this tough process to conclusion. But a deal is out there to be made. I hope the tribes of Washington can seize this moment and give America a far better immigration system than we have today.

Ouya Promises Matching Funds for Crowd-Funded Game Projects ...

Ouya, the makers of the Android-based home gaming console of the same name that was released last month, hopes to influence game development on the platform with big wads of cash. OUYA today announced the $1 million Free The Games Fund, which promises to match the funding amount received by developers who fund their games via Kickstarter.

Developers that are building a OUYA game and launches that game on Kickstarter between August 9, 2013 and August 10, 2014, will get matching funds from OUYA between $50,000 and $250,000. One of the stipulations for getting the money is that the crowd-funded game has to be a Ouya exclusive for at least six months.

"There are two reasons why OUYA is on retail store shelves today: we had an innovative idea to build an affordable and open game console for the television, and we found fans who supported our idea and provided the funds to make it happen," said Ouya CEO Julie Uhrman. "Since then, we?ve seen dozens of great games launch on Kickstarter, and now we are in the enviable position of being able to give back AND secure the best, exclusive games for OUYA."

The OUYA home gaming console is available for $99 at select retailers in North America. OUYA currently has over 20,000 registered game developers as of this writing.

IRS watchdog looking into targeting of groups beyond Tea Party

WASHINGTON (Reuters) - The Internal Revenue Service's inspector general said on Thursday he is expanding his probe of IRS treatment of political groups that applied for tax-exempt status to see if liberal groups were treated the same way as conservative ones.

Under attack from Democrats over his earlier inquiries, IRS watchdog Russell George said there is new evidence to study in the nine-week-old controversy about the IRS's handling of tax-exempt applications from "Tea Party" and other groups.

Left out of a May 14 report that George authored on the matter, the new evidence suggests that the IRS used not only conservative-sounding key words to select certain applications for extra scrutiny, but also liberal-sounding words.

"Progressive - we just learned about that recently - that that name was being used by the Internal Revenue Service," said George, the Treasury Inspector General for Tax Administration (TIGTA), at a congressional hearing.

"We just last week ... received new information that was disturbing," he told the U.S. House of Representatives Oversight and Government Reform Committee.

The hearing and George's comments marked the latest twists in a tale that has rocked the IRS since mid-May, prompting FBI and congressional probes, as well as the ouster of the IRS's chief by President Barack Obama.

The affair likely has some weeks left to play out, with George and congressional committees still investigating.

George, a Republican appointed by former President George W. Bush, said his initial audit focused on Tea Party-like applications because the IRS pointed his office in that direction with documents it provided.

The May TIGTA report found inappropriate targeting and poor management by the IRS in its enforcement of laws that allow some non-profit political groups to be tax-exempt, but limit their political involvement, depending on their tax status.

Some Republican lawmakers have said the IRS's review of tax-exemption applications from conservative groups, done largely at a branch office in Cincinnati, was somehow directed from Washington for political reasons.

For instance, Republican Representative Darrell Issa, who chairs the oversight committee, in May characterized the IRS's activities this way. "This was the targeting of the president's political enemies effectively," he said.

On Thursday, Issa said: "We are following the facts," which he said "undeniably now lead to Washington."

Democrats have struck back. On Tuesday, they released a 36-page memo containing excerpts of interviews with 15 IRS employees which they said showed no political motivation of White House involvement in the IRS's actions.

Two IRS employees who spoke to the committee on Thursday also said there was no evidence of political interference.

PROGRESSIVES, OCCUPY

Democrats have released documents gathered during the probe showing that "Progressive" and "Occupy" were used as key words to search through applications.

"They went after progressives as well as conservatives," said Representative Gerald Connolly, a Virginia Democrat.

Democratic Representative Jackie Speier said, "If you are really impartial, if you really are, third party, unbiased, then you would be searching for all the terms, not just Tea Party."

Asked about harsh criticism leveled against him by Democrats, George said: "They don't know that I (attended) the 1980 Democratic convention; they don't know that I was a founder of the Howard University College Democrats."

Democratic and Republican congressional investigators have conducted more than a dozen private interviews with IRS staff. Two staffers spoke for the first time on Thursday.

Both Carter Hull, a Washington official involved in handling tax-exemption applications, and Elizabeth Hofacre, a Cincinnati office employee were handling Tea Party cases in 2010.

The Tea Party movement, which is fiercely anti-Obama and advocates for smaller government and lower taxes, was still a new force in U.S. politics at that time.

Hull told lawmakers that processing of these applications was delayed because higher-ups wanted more time to review them. He called that an unusual level of oversight in his experience with 48 years of service with the agency.

Hofacre also testified. "I was frustrated by what I perceived as micro-management," she said.

Students to Spark Zero-Gravity Fires on Weightless Airplane Ride Today

HOUSTON ? Gravity, get ready to meet your match. A team of students is counting down to light zero-gravity fires high in the sky today (July 18) aboard a jet plane designed specifically for weightless flights.

After months of preparation, eight engineering students from the University of California, San Diego are set to fly with NASA's Microgravity University today to test how biofuels burn in weightless conditions.

"I think the team is really looking forward to actually flying," Sam Avery, team leader for the UCSD Microgravity Team, told SPACE.com here Wednesday (July 17). [Photos: Zero-Gravity Science at NASA's Microgravity University]

Avery and his UCSD Microgravity Team spent a tense day Tuesday awaiting final NASA approval for their weightless fire experiment, which will create tiny controlled fires inside clear plastic case that is sealed inside two larger cases as a safety precaution. The main challenge: making sure the bolt torques needed to secure the flame experiment to its mount inside the aircraft met NASA's scrutiny and finding a replacement battery for the two GoPro cameras that will record the flames they ignite. By late afternoon, they got their answer: Their mission, NASA said, is a 'go.'

Weightless flames for science

The UCSD Microgravity Team is one of 14 groups of college students and teachers flying weightless missions with NASA's Microgravity University?this week. Today's flight will ride aboard G-Force One, a jet owned by the Zero Gravity Corporation that offers brief stints of weightlessness by flying up and down on a parabolic trajectory. ?

The flight will take off from Ellington Field near NASA's Johnson Space Center and head out over the Gulf of Mexico to perform include 32 acrobatic parabolas. Each downward plunge should provide about 30 seconds of weightlessness that will be countered by stints of "hypergravity" when the aircraft pulls 2Gs (twice the force of Earth's gravity) on each upswing, NASA officials said. NASA's Microgravity Program is making four flights this week between July 12 and 20 to give all 14 teams a chance to perform their experiments.

"They'll be testing everything from the way oil and water behave in microgravity to the way light reacts in microgravity," explained Frank Prochaska, NASA's reduced gravity flight program manager for student campaigns, in a July 12 interview.

The UCSD Microgravity Team is testing how biofuels burn in weightlessness by using a syringe to squeeze the fuel onto two crosshair-like wires, then igniting the mixture via a remote control box outside the fire chamber. Inlet and outlet ports mounted into the boxes sides should vent any excess smoke, Avery said.

The team will write a report on the experiment's results and hope to glean insights on how to better protect astronauts and spacecraft from in-space fire events.

In addition to Avery, the UCSD Microgravity Team includes aerospace engineering students Andrew Beeler, Jack Goodwin, Victor Hong, Daneesha Kenyon, Josh Sullivan, Joshua Siu, Joshua Sullivan, and mechanical engineering student Nico Montoya, with their NASA mentor Christina Gallegos rounding out the crew. With the exception of Sullivan, who has graduated, all of the students are upcoming seniors. Beeler, Montoya and Siu serve as the team's ground crew, while the rest are scheduled to fly in shifts during two of the research flights. This reporter is assigned as UCSD's official team journalist for today's flight, which is the first of the two trips.

Hoping for good weather

Stormy weather over Houston and the flight range used for NASA microgravity flights has caused some delays for the weightless missions this week. The UCSD team initially planned to make its first flight early this morning, but the weather delays have pushed their mission to the afternoon.

Montoya said he was surprised to learn that bad weather could pose a serious threat to the team's chances of flying. "That's a big worry right now," he told SPACE.com.

While most UCSD Microgravity Team members ? including this reporter ? will take advantage of anti-motion sickness medications offered by NASA, Avery and teammate Jack Goodwin plan to forgo the meds and literally trust their gut. [6 Everyday Things That Turn Weird in Space]

Avery said he's always had a strong stomach. To practice for the flight, the entire team took a trip to Pleasure Pier in nearby Galveston for a rollercoaster ride. Avery ate an entire funnel cake and then rode a rollercoaster to see if he might get sick. He didn't.

Goodwin also trusts his stomach and said he grew up near the ocean and spent a lot of time on boats. He also wanted to make sure he avoided any drowsiness that might crop up from the anti-motion sickness medications, he said.

Science and fun in weightlessness

While the UCSD Microgravity Team is dedicated to collecting good data from today's weightless flight, the students are also hoping to take advantage of their rare chance for a zero-gravity flight. They created a large team banner to display behind their experiment and hope to create their own zero-gravity music video set to the tune "The Scientist" by the band Flux Pavilion.

"The first line is 'I still wanna be a spaceman,'" Avery said. "And we thought that made sense."

While the UCSD team is studying biofuel flames in microgravity, some teams are analyzing how liquids flow in weightlessness, as well as how mock Mars dirt can burn. Here's a look at the list of student and teacher teams flying with NASA's Microgravity University program this week:

'Aggressive' fire forces evacuation of camp for kids with cancer

A "very aggressive" fire in Southern California's San Jacinto Mountains grew to 9,000 acres, destroying at least six homes, spreading heavy smoke into the Coachella Valley and forcing the evacuation of the Camp Ronald McDonald campsite for children with cancer, officials said Tuesday.

"There's a disaster area in there. It's devastating," Scott Visyak, a spokesman for the state Department of Forestry and Fire Protection, told NBC Los Angeles?on Tuesday.

"There's several homes lost. There's several homes standing. The fire had just gone through there very aggressively," Visyak said.

The so-called Mountain Fire, which ignited at 1:43 p.m. (4:43 p.m. ET) Monday, was burning early Wednesday near Idyllwild Pine Cove, according to the joint state and federal incident report.?Visyak said it was headed over Palm Canyon and into Andreas Canyon.

The cause of the blaze is still under investigation, fire information officer Melody Lardner said Wednesday.

More than 1,500 extra firefighters poured into the region Tuesday after the fire nearly doubled in size, from 4,700 acres to 9,000 acres. At 8 p.m. (11 p.m. ET), about 2,250 firefighters from at least 16 local, state and federal agencies?were battling the blaze, which was only 10 percent contained and was projected to have "extreme" potential for further growth.

It was reclassified as a Type 1 incident management response ? the biggest there is. Fifteen helicopters and 10 air tankers were deployed Tuesday.

However, only one helicopter had the capability to attack the blaze overnight, Lardner said.?

Bob Poole, a spokesman for the National Forest Service, said that there was?no immediate direct threat to significantly populated areas, but a mandatory evacuation order for Camp Ronald McDonald, a charitable facility for children with cancer, was issued Tuesday night, according to the official incident report.

Sarah Orth, the camp's executive director, said in a message to parents that campers and volunteers were told at dinner to pack up their belongings and were taken to Hemet High School, one of two regional evacuation centers.

A fleet of buses then took them away from the blaze late Tuesday.

Evacuations were also in effect for about 50 homes in the area, as well as the Living Free Animal Sanctuary and the Zen Mountain Center.?

Poole said six homes had been?destroyed in the Bonita Vista area, three of them mobile homes. Unspecified commercial property and a handful of other structures had been destroyed in the Pine Springs area, he said.?

The flames were spreading through timber and chaparral, or shrubland, ?that are highly flammable because of the dry winter, officials said. Ninety-plus-degree daytime temperatures, humidity in the single digits and shifting winds have also presented fire crews with a challenging task.

Lardner added that the steep terrain made it hard to access the fire, but crews were working shifts in the attempt to contain it.?

Chevron and YPF sign $1.5 billion shale oil deal

BUENOS AIRES, Argentina (AP) ? Argentina's state-controlled YPF oil company has persuaded Chevron Corp. to sign a long-sought deal to invest $1.24 billion in developing the South American country's shale oil deposits.

The joint venture adds up to $1.5 billion overall, the first major foreign oil investment in Argentina since President Cristina Fernandez seized control of YPF from Spain's Grupo Repsol last year.

YPF CEO Miguel Galuccio and Chevron CEO John Watson presented it Tuesday night to Fernandez, who issued two decrees this week granting special privileges to any oil company investing more than a billion dollars in new shale ventures. After five years, such companies will be able to export up to 20 percent of their crude and natural gas without paying taxes, and also be exempt from the currency controls that have scared away many other foreign investors.

The YPF-Chevron venture will start with a $300 million pilot hydraulic fracturing project involving more than 100 wells in an area known as the "Enrique Mosconi Cluster," part of the Vaca Muerta (Dead Cow) deposit in Neuquen province, where YPF says 15 teams are already extracting more than 10,000 barrels a day.

In a later stage of the project, YPF expects to develop more than 1,500 wells and by the year 2017 produce 50 million barrels of oil and 3 million cubic meters of natural gas each day, making it the most productive strike in Argentina, YPF said.

"Vaca Muerta is a world-class share and fits perfectly within our solid portfolio of non-conventional resources," Watson said. "It's consistent with our strategic objective of entering into new and attractive areas early in the process."

Galuccio said the deal could change Argentina's energy future, and is a show of confidence by a major international company.

Argentina has the world's third-largest deposits of shale oil and gas, ripe for development, but no other major oil company has made such a commitment since Repsol threatened to sue Chevron and any other company that works with YPF to develop the strikes that were discovered back when Repsol had a controlling stake in the Argentine oil company. Repsol is demanding that Argentina pay more than $10 billion for its expropriated shares.

After being named by Fernandez to lead YPF, Galuccio last year announced an ambitious five-year plan to attract $37 billion in mostly foreign investment to develop the shale reserves, and spent much of 2012 courting major oil companies around the world, to no avail. Efforts to raise money by issuing peso-denominated bonds locally in Argentina have fallen far short of what's needed to exploit these deposits.

Argentina's history of expropriations and refusal to pay all its debts left over from its catastrophic default a decade ago has left it with few alternatives when it comes to raising money. Companies also have been scared away by the government's interventionist energy policies, imposed through a series of seemingly impromptu presidential decrees that created a commission of political appointees to set prices and dictate terms for oil ventures. Foreign investors also are required to keep their profits inside Argentina in order to foment domestic manufacturing, and exports of minerals, oil, gas and other commodities are tightly controlled and taxed.

Economist Daniel Montamat, who was YPF's president in the 1980s and Argentina's energy secretary in the 1990s, told The Associated Press on Tuesday that the decrees Fernandez announced this week promising to eliminate taxes and currency controls under certain conditions after five years to billion-dollar shale investors show some signs of flexibility, "but it won't have very good results, because the short-term thinking and discretionary manner of this government will be more important to those who make investment decisions."

The decrees Fernandez made in the name of "energy sovereignty" drew protests outside YPF's headquarters Tuesday by about 600 leftist activists, who accused Fernandez of giving favored status to a U.S. oil company with a long history of exploiting third-world resources.

"We want them to show us the environmental impact studies for this non-conventional exploitation in the region and to explain why they made deals with companies like Chevron behind our backs," said Lefxaru Nahuel, a spokesman for the Mapuche Confederation of Neuquen.

YPF countered that its wells are drilled on government-owned land, not Mapuche territory, and are being developed with the highest environmental standards, together with a remediation plan that was agreed to during a public process attended by other local Indian leaders not involved in the protest.

Giant panda gives birth to twins at Zoo Atlanta

ATLANTA (AP) ? A giant panda named Lun Lun gave birth Monday at Zoo Atlanta to two tiny cubs, the first twin pandas born in the United States since 1987, zoo spokeswoman Keisha Hines announced.

The 15-year-old panda went into labor Monday afternoon and gave birth to the first cub at 6:21 p.m. EDT and the second two minutes later. Hines said zookeepers who had been anticipating only one cub based on a recent ultrasound were surprised by the first-ever twin panda births at Zoo Atlanta.

"We have twins!" Zoo Atlanta announced on its website.

An ultrasound on June 30 determined that Lun Lun was pregnant with her fourth cub. Hines says zookeepers weren't expecting the tiny duo, however.

The twin cubs are the first giant pandas to be born in the United States in 2013, Hines added.

Zoo officials are working with animal care workers from the Chengdu Research Base of Giant Panda Breeding, where Lun Lun and her 15-year-old partner, Yang Yang, were born. There was no immediate report on the size or weight of the cubs at birth, nor the condition of the offspring and mother.

But zoo officials were in a celebratory mood.

"This is a success we share with all of our fellow zoological organizations working to understand and protect this iconic species, and we share our joy with our local community and with our colleagues in China," said Raymond B. King, Zoo Atlanta's president and CEO.

"Twins are an entirely new scenario for Lun Lun, Zoo Atlanta and our animal care teams, who will no doubt be extremely busy over the next few months," his statement added.

Lun Lun had been artificially inseminated in March and has been under 24-hour observation by a camera providing a live video feed from her den. Officials said the newborns' father is 15-year-old Yang Yang. Zookeepers weren't immediately sure of the genders of the cubs.

Zookeepers said Lun Lun is caring for one of the cubs while animal management and veterinary teams from the Arthur M. Blank Family Foundation Giant Panda Center care for the other in a nursery center. Officials said they will likely rotate the cubs between the nursery and Lun Lun's care to ensure they each get enough maternal nurturing without overexerting the 15-year-old giant panda.

Giant pandas typically only care for one cub when twins are born in the wild ? which usually leads to only one of the twins surviving, Hines noted.

Giant panda twins have survived in zoos by officials rotating the cubs with the mother during their first few months of life. Hines said giant pandas have a high mortality rate in the first few months after birth, and the risk is greater when twins are born.

Visitors to Zoo Atlanta will likely be able to visit the cubs later this year, Hines said.

She added that Yang Yang and the cubs' older brothers ? Xi Lan, 4, and Po, 2 ? remain on exhibit and will not be housed with Lun Lun or the cubs. The separation is normal and occurs naturally in the wild, Hines said.

Less than 1,600 giant pandas are believed to be living in the wild, Hines said. Zoo Atlanta was awarded the International Conservation Award from the Association of Zoos and Aquariums in 2012 for its work to preserve the species.
